The Lafourche Parish Council met Tuesday, July 23rd at the Mathews Government Complex, despite ongoing electrical problems in the building to address the following. Councilmen Bo Melvin and Corey Perrillioux were absent, and all actions were passed unanimously unless otherwise noted.
PUBLIC NOTICES & ORDINANCES FOR RATIFICATION:
ACTION: Rue Poche Vide Street Waterline Project to receive $39,600.00 in funding.
ACTION: An increase in the Library Budget for 2019.
ACTION: Approval for the purchase of a 2019 Dodge Ram 1500 for use in Solid Waste Department.
ACTION: Approval to use $19,450.00 of the 2019 Budget to make improvements to the Thibodaux and Mathews Government complexes, as well as the neighboring Agriculture Building.
PULLED: Moving the polling location of Ward 10, Precinct 7 from the Old Golden Meadow Settlement to Golden Meadow Middle School.
PULLED: Approving a lease agreement between Lafourche Parish School Board (the lessor) to use the Old Golden Meadow Settlement as a polling location for Ward 10, Precinct 7.
ACTION: Limiting financing to $14,500,000 from Louisiana Local Government Environmental Facilities and Community Development Authority, the authorization and ratification of Lafourche Parish’s requests to the issuance of revenue bonds from the Louisiana Local Government Environmental Facilities and Community Development Authority. Additionally, authorizing the borrowing by the Parish from the sale of revenue bonds to go towards qualified GOMESA Projects, with the implementation and formal agreement of repayment, security, etc. relating to the loan of the funds.
ACTION (Councilmen Lorraine and Jones opposed this Action): Approval to grant “Leave Without Pay” for a time of 90 days to Legislative Internal Auditor Bogala, per Section 7 of Lafourche Parish Policies and Procedures relating to unclassified employees.
ACTION: Reappointment of Adley Poche to the Fire Protection District No. 8-C Board.
ACTION: Increased contracted price by $30,616.66 and adding an additional 25 days to the Lafourche Community Center project, as requested by Onshore Construction Company, LLC.
ACTION: Acceptance of the “Expanding Exposure” grant from the Bayou Community Foundation (in the amount of $5,000) to the Reverend Lloyd Wallace Community Center.
ACTION: Approval of the interagency agreement between Lafourche Parish School District and Lafourche Parish Head Start for the 2019-2020 school year to identify and serve children with developmental delays and/or have exceptional needs.
ACTION: Approval of a contract between the Division of Administration and the Lafourche Parish Government for the 2019-2019 Community Water Enrichment Fund (CWEF) to make waterline upgrades along the Rue Poche Vide Street in Golden Meadow.
ACTION (failed 3-4-2): Approval of appointing Elisha Robinson as Executive Director of the Lafourche Parish Office of Community Action.
ACTION: Accepting the quote of $55,249.00 for indoor kennels at the Lafourche Parish Animal Shelter.
ACTION (with Councilman Jones abstaining): Approval of Amendment No. 1 to the State of Louisiana’s Department of Education program in order to carry out the purpose of Section 17 of the National School Lunch Act as amended, as well as the regulations governing the Child and Adult Care Food Program (CACFP) (issued under 7 CFR Part 226), and Section 3 of the Child Nutrition Act of 1966, as amended.
ACTION (with Councilman Lorraine opposing): Increase contracted price to Sealevel Construction Inc. relating to the Cyprien Pump Station project by $16,216.95 and adding 5 additional days to the contract time.
ACTION: Adopting “Exhibit A” and “Exhibit B” in reference to Section 504 as required in the implementation of the Community Development Block Grant-Disaster Recovery (CDBG-DR) Program and Louisiana Community Development Block Grant (LCDBG).
ACTION: Approving Change Order No. 2 from Huey Stockhill, LLC in regards to the “Road Improvements-Road Sales Tax District No. 2, Phase 4L-Phase 2” project by $234,300.00.
ACTION (failed 0-7-2): Approval of financial commitment to the interagency efforts between Terrebonne Parish, North Lafourche Levee District, South Lafourche Levee District and Lafourche Parish to repair, improve, or otherwise make temporary arrangements for 1.5 miles of the Morganza to Gulf levee project, primarily regarding the Pointe-aux-Chenes area as affected by Hurricane Barry.
