Loulan J. Pitre Jr., former area Louisiana state representative and Cut Off native, opened Kelly Hart & Pitre in June of 2014.
A New Orleans office of the Kelly Hart law firm, Kelly Hart & Pitre was the first office outside Texas for the 150-attorney law firm, which is based in Fort Worth, Texas.
Kelly Hart & Pitre’s nine-lawyer team of Louisiana lawyers focuses on energy and environmental matters, representing clients in litigation, regulatory, transactional, and governmental work.
Pitre, a former member of the Louisiana House of Representatives, concentrates his practice on energy and environmental law, with particular emphasis on operations in wetlands, coastal areas, and offshore. Loulan teaches Advanced Oil and Gas Law as a member of the part-time faculty of Tulane Law School.
Among many distinctions and honors, he is ranked by Chambers USA as a leader in the field of environmental litigation and is listed in Best Lawyers - The World’s Premiere Guide under “Litigation - Environmental” and “Oil and Gas Law,” having been named a Best Lawyers’ Lawyer of the Year for Environmental Litigation in 2015.
Loulan graduated from Harvard College, A.B., magna cum laude, in 1983, and received his J.D. from Harvard Law School in 1986.

Loulan’s wife, Tiffany Peperone Pitre, is an attorney and urban planner who studied at LSU. They are the parents of one and a half year old twins, Loulan III and Ellen. Loulan also has two older children, Emilie and Mathieu, both students at LSU.
